加快发展再制造产业是推进循环经济发展的客观要求。再制造与制造新品相比，可节能60%，节材70%，节约成本50%，大气污染物排放量降低80%以上。随着信息时代的到来和互联网应用的普及，办公设备成为不可缺少的工具，办公设备市场销售量及社会保有量持续快速上升，废旧办公设备与耗材的淘汰率大大提高。办公设备再制造是以废旧办公设备为原料，采用先进表面技术和其它加工技术对其磨损或锈蚀部位进行修复和强化。在对废旧产品的全面拆解、鉴定和技术改造的基础上，采用专业化、批量化、规模化的流水线生产方式，按新品的标准恢复零部件的性能，向消费者提供物美价廉的办公设备，具有显着的经济效益。

项目建设期3年，建成后可实现销售收入4162.23万美元，实现利税770.78美元，回款周期约为3年。

Ⅰ. Project Content and Scale:
Covering an area of 6 hectares, the project will mainly build copier remanufacturing workshops, printer and scanner remanufacturing workshops and engineering machines, photo machine and blueprint machine remanufacturing workshops, as well as raw material and finished product warehouses, staff apartment buildings, and canteens, and will introduce world-leading processes and production lines.

The total investment of the project is up to USD 54 million, including USD 8 million of foreign investment.
Ⅲ. Market Analysis:
To accelerate the development of the remanufacturing industry is an objective requirement for promoting the development of the circular economy. Compared with the new products, remanufactured products can save 60% of energy and 70% of materials, and reduce half of the total cost and more than 80% of air pollutant emissions. With the advent of the information era and the popularity of the Internet, office facilities have become indispensable tools. The sales and inventory of office facilities continue to rise rapidly, and the elimination rate of waste office facilities and consumables has dramatically increased. Remanufacturing of office facilities adopts advanced surface technology and other processing technologies to renovate and reinforce the worn or corroded parts of waste office facilities. On the basis of the comprehensive dismantling, identification, and technological transformation of waste facilities, the performances of parts and components will be improved to compare favorably with new products, thus providing consumers with quality and inexpensive office facilities, which has obvious economic effectiveness.
Ⅳ. Economic Benefit Analysis:
The project will be completed in 3 years. After completion, the annual income will be USD 41.62 million, with a profit and tax of USD 770.78. Its payback period is about 3 years.
Ⅴ. Construction Conditions:
The project is located in the Remanufacturing Industrial Park in the western district of Hejian Economic Development Zone, Hebei Province. Hejian Economic Development Zone is a provincial-level industrial park. According to plans, the west area will cover an area of 17.92 square kilometers, including a built-up area of 62,000 square kilometers. Investors can enjoy the best startup platform and investment environment with its integrated development trend here, as it has already achieved "Nine Accesses and One Leveling" and has a connected traffic net.
