该项目占地10公顷，主要从事纱纺织品的生产；纺织及原辅材料的技术研制、开发、引进、推广及转让。选址在沧州渤海新区南大港产业园区高新区。生产规模：以生产纱纺织品为主，生产涤粘中长仿毛织物、四面弹织物、纯棉弹力府绸织物等系列织物，年产量达2000万米。

本地具有发展纱纺产业的良好因素及优势条件：健康属性成为面料开发热点，市场结构正在不断变化，尤其是经历了新冠肺炎疫情，健康生活理念越发深入人心，面料发展之路必将顺应这个潮流发展下去。具有舒适、环保、再生等多功能化的面料更受市场欢迎。“双循环”经济政策、京津冀协同发展战略为纱纺行业提供了机遇。2020年7月30日，中央政治局会议指出，“加快形成以国内大循环为主体，国际国内双循环相互促进的新发展格局”。我区位于“京津冀一小时交通圈”，交通便利，人口众多，为该产品无论是在本地区销售还是运往全国各地都提供了便利条件。同时，临近港口的优势，也为产品出口带来了便利。

南大港高新技术工业聚集区占地300公顷，南北长约2100米，东西长1600米，西侧临津汕高速公路，东接城区，地形成直角梯形 ，基础设施投资建设1.6亿元，南大港高新技术工业聚集区是我区乃至渤海新区重点打造的高新技术工业聚集区之一，实现“九通一平，两化”。招商方向为精密设备制造、塑料制品制造、医疗器械制造、新材料加工、金属制品及电子元器件生产等高新制造产业项目。

I. Project Content and Scale
This project is planned to cover an area of 10 hectares, mainly engaged in the production of yarn textiles and the technology research, development, introduction, promotion and transfer of textiles and raw and auxiliary materials. The project is located in the high-tech zone of Nandagang Industrial Park in Cangzhou Bohai New Area, which is designed to produce yarn textiles, polyester-viscose medium-length wool-like fabrics, elastic fabrics, pure cotton spandex poplin fabrics and other series of fabrics, with an annual output of 20 million meters.

III. Market Analysis
There are favorable factors and advantages for the development of yarn fabrics industry: As the health attribute becomes a hot spot for fabric development, the market structure is constantly changing. Especially after the COVID-19 pandemic, the concept of healthy life has been deeply rooted, which will certainly lead the development of fabrics. Since comfortable, environmentally friendly, recycled and other multi-functional fabrics are more popular in the market, the yarn textiles industry is getting more opportunities under the "dual circulation" economic policy and the coordinated development strategy of Beijing-Tianjin-Hebei Urban Agglomeration. On July 30, 2020, the Political Bureau of the CPC Central Committee indicated at its meeting that "China shall advance the establishment of a new development paradigm featuring dual circulation which takes the domestic market as the mainstay while enabling domestic and foreign markets to boost each other". Bohai New Area is located in the "one-hour traffic circle of Beijing-Tianjin-Hebei Urban Agglomeration", with convenient transportation and large population, providing convenient conditions for products to be sold in this region or shipped to all parts of the country. At the same time, the location close to the port also facilitates the export of products.

Nandagang Industrial Park is part of the Cangzhou Bohai New Area, with a population of 50,000 and an area of 296 square kilometers. In 2011, the State Council approved the Hebei Coastal Region Development Plan, and the Bohai New Area was incorporated into the national development strategy, becoming a new growth pole in the Bohai Sea Rim and an important place to undertake the Beijing-Tianjin industrial transfer. The Nandagang Industrial Park is the most dynamic area in Bohai Bay.
Nandagang Industrial Park insists on the development policy of "innovation-driven development, outstanding characteristics, high-tech technology, and industrial upgrading", devotes itself to creating the aggregation effect of petrochemical up-gradation, developing high-tech industry clusters, highlighting the advantages of the ecological tourism industry, actively prospering modern agriculture, making the urban economy better and stronger, and forming a "one park and two zones" industrial park pattern, namely: a park for the North and South Industrial Park, two zones for the Dongxing Industrial Zone and High-tech Industrial Zone Cluster; the entire industrial planning is the "4 + 3" park model, that is, four industrial parks and one wetland development ecological park, one modern agricultural demonstration area, and one urban economic zone. The Nandagang has 7,000 hectares of the core wetland protection area and 6,700 hectares of land for project development and is striving to form a new economic growth pole in Bohai New Area.
Nandagang High-tech Industrial Clusters cover an area of 300 hectares, about 2,100 meters long from north to south and 1,600 meters long from east to west. It is close to Tianjin-Shanwei Expressway in the west and close to the downtown area in the east. It looks like a right trapezoid on the map. The investment in infrastructure construction costs RMB 160 million. The Nandagang High-tech Industrial Clusters is one of the key high-tech industrial clusters in its district and even Bohai New Area. It has already achieved "Nine Accesses and One Leveling" and industrialization and informatization. The fields in need of investment mainly involve high-tech manufacturing industries like precision equipment manufacturing, plastic products manufacturing, medical equipment manufacturing, new materials processing, metal products, and electronic components production, etc.
