I. Project Content:
Covering an area of 50 hectares, the project aims to build a leisure pension base providing 5,000 rooms as well as recreation facilities, a stadium, a sightseeing garden, a planting garden, and a farm. Having an industrial base, it has a good prospect. After completion, it will receive 1 million visitors every year and create 2,000 jobs.
II. Investment Estimation and Sources of Funds:
The total investment of the project is up to USD 2 billion, including USD 2 billion of foreign investment.
III. Market Analysis:
Haixing County adheres to the technological-innovation-driven, market-oriented, and high-tech development, and gives play to the role of the farm in industrial orientation, environment creation, and management services. Relying on advantages in resources, location, and transport, Haixing County will follow a market-based mechanism and strive to finish building a green leisure pension base in the following 5-10 years to develop a new engine for the county's economic development.
IV. Economic Benefit Analysis:
The construction period of the project is ten years. After reaching design capacity, the annual income will be USD 1 billion, and the payback period is 8-10 years.
V. Construction Conditions: The project will be implemented in Haixing County, the center of Bohai Economic Rim, which is 100 kilometers away from Tianjin in the north, 200 kilometers away from Beijing, 200 kilometers away from Jinan in the south, 70 kilometers away from Cangzhou in the west, and 290 kilometers away from Shijiazhuang. The county boasts convenient transportation thanks to three provincial highways (Zhenggang Road, Huangxin Road, Qintangcang Coastal Road) and three expressways of Shijiazhuang-Huanghua Expressway, Tianjin-Shanwei Expressway, and Coastal Expressway. It is located at the junction of Haixing and Yanshan, connected with Yanshan Industrial Park, close to Wugang Highway, eight kilometers away from the entrance and exit of the Tianjin-Shanwei Expressway.
