项目拟占地总规模4.5平方公里，拟选址在诗经村镇北三十里铺、南三十里铺、三官庙、君子馆、东诗经村等区域，建设生态景观、毛公书院、诗经长廊、诗经讲堂、百草园、诗经博物馆、冯国璋将军第及国葬墓、康养中心、文创基地、影视拍摄基地、精品客栈、文化驿站、特色餐饮及原有民房街道改造等。

项目总投资154156.84万美元，拟利用外资5000万美元。

利用环京津石优势，积极融入大北京经济圈，随着雄安新区的设立，将为北京、天津、雄安新区旅游的重要客源市场，以“诗经”为魂，以“文旅”为媒，孵化多种业态项目，建成具有诗经特色的休闲胜地，五一、十一黄金周旅游线路和中国北方沿都重要的旅游节点。以“小镇”发展带动“大城”经济、文化、就业等各方面发展，形成生态产业链，将该镇打造成为文创智能旅游基地，实现“文化+旅游”双驱动。

项目建设期3年，建成达产后年收入30831.37万美元，税金5395.48万美元，回款周期约为3年。
五、建设条件：
项目拟选址在河间市诗经村镇，河间拥有2700余年悠久历史，人文底蕴深厚，享有6张文化“名”片，其中“名诗”就是指《诗经》。河间是毛版《诗经》的再生地，秦始皇“焚书坑儒”后，《诗经》失传，汉代毛亨、毛苌叔侄二人在河间完成这部经典的整理、注释、传授，使这一经典得以流传，现在河间仍然保留以诗经命名的行政村。

I. Project Content and Scale:
Covering 4.5 square kilometers, the project is planned to be located in areas such as Beisanshilipu Village, Nansanshilipu Village, Sanguanmiao Village, Junziguan Village and Dongshijing Village in Shijingcun Town. It will build an ecological landscape, Maogong Academy, Shijing corridors, Shijing lecture halls, Baicao Garden, Shijing museum, Former Residence and Tomb of General Feng Guozhang, health care centers, cultural and creative bases, film and television shooting bases, high-quality inns, culture bases and characteristic catering, and renovated previous private houses and streets.
II. Investment Estimation and Sources of Funds:
The total investment of the project is up to USD 1.54 billion, including USD 50 million of foreign investment.
III. Market Analysis:
Taking advantage of location advantage of being close to Beijing, Tianjin and Shijiazhuang, it actively integrates into the big Beijing economic circle. With the establishment of Xiong’an New Area, it will be the source of tourists for Beijing, Tianjin and Xiong’an New Area. Taking The Book of Songs as the soul, and cultural tourism as the medium, it will incubate a variety of projects, and build a resort with characteristics of The Book of Songs, a tourist route for Labour Day Golden Week and National Day Golden Week, and an important tourist destination in northern China. It promotes the development of economy, culture and employment in big cities through the development of the town, and forms an ecological industry chain. It will be built into a cultural and creative intelligent tourism base driven by culture and tourism.
IV. Economic Benefit Analysis:
The project will be completed in three years. After it reaches the design capacity, the project expects an annual income of USD 308.31 million, with a tax of USD 53.95 million. The payback period is about three years.
V. Construction Conditions:
The project is planned to be located in Shijing Village, Hejian. Hejian has a long history of more than 2,700 years, with profound culture. It enjoys 6 cultural highlights, one of which is famous poems, namely The Book of Songs. After Qin Shi Huang, the first emperor of the Qin Dynasty, had classic books burned and Confucian scholars buried alive, The Book of Songs got lost and was spread again until Mao Heng and Mao Chang (uncle and nephew) arranged, annotated and taught the classic in the Han Dynasty. Now Hejian still retains the name of administrative villages that are named according to the classic.
VI. Status of Chinese Enterprise:
Hejian belongs to Cangzhou, Hebei Province, with a total area of 1,333 square kilometers. It has jurisdiction over 7 towns, 11 townships, 1 provincial economic development zone, 2 sub-district offices, 76 neighborhood committees and 563 administrative villages, with a resident population of 1 million. The territory is rich in coal, coalbed methane, oil, geothermal energy and other resources. Hejian boasts a long history and profound cultural deposits, superior geographical location, convenient transportation, solid industrial foundation, and rapid project development.
