项目规划面积110公顷，建筑占地面积100公顷，项目建设周期为五年2020-2025年，建设地点为盐山县庆云镇。围绕再现庆云600年古城风貌，着力打造生态文化旅游强镇、产业聚集重镇、宜居宜住名镇，重点实施古建筑修缮、重要景观节点修建、基础设施改造提升、文化创意产业发展四大类项目建设。
具体包括：文庙、泰山行宫及衙署二堂保护性修缮，明监狱遗址恢复性修建，古护城河水域观光带建设，旧城墙恢复性修建，古民居修缮，古城门复原，崔家大院复原，“三街四巷两胡同”改造，明清仿古一条街建设，旅游集散中心、文化广场、公园等功能性设施建设，庆云文化创意产业园、“庆云八景”创意园、庆云历史博物馆暨庆云民俗博物馆、孔子学院、李之仪诗词创作基地建设等子项目。以“文化＋旅游＋商业＋乐居”的开发模式，打造集古镇旅游、休闲娱乐、文化培训、古建博览、特色商业、生态宜居于一体的环渤海区域最具投资价值的明清文化古镇。

三、市场分析
庆云镇区是环渤海地区唯一现存的有着644年历史的古城，投资潜力巨大，市场前景广阔。通过恢复历史古城面貌，实现文化与旅游充分融合，可快速形成功能完善的AAAA级旅游景区，与山东庆云海岛金山寺、无棣古城以及河北的千童牡丹园、东光铁佛寺、沧县铁狮子等景区连成线，形成方园百公里精品旅游线路。庆云古城历史悠久，文化底蕴深厚。这里不仅走出了后唐宰相李愚、北宋著名词人李之仪、清代诗人刘元宰、崔旭等名人贤士，更留存着泰山行宫、文庙、衙署二堂及明监狱遗址四处省级重点保护文物，是环渤海地区现存最大的明清古建筑群，2012年庆云镇被省政府命名为河北省历史文化名镇。良好的区位优势、悠久的历史文化、完整的历史风貌为全面推进古城开发建设奠定了坚实基础。
为恢复古城面貌，结合乡村振兴战略，拟在古城北兴建庆云新区，一方面实施原古城现居住口整体搬迁，一方面实现庆云以北6个村庄联村并建。新区总规划面积40公顷，建设现代化新型社区，对古城建设投资商可给予优先开发建设权。
四、经济效益分析
新区建设收益：开发面积40公顷，初步估算总投资5亿元，预计收入7亿元，可实现净收益2亿元。
古城开发收益：古城全部建成后，通过商业地产开发，可置换资金7亿元。
旅游收益：按保守量年游客20万人次计，门票及购物等其他综合收益年不低于4000万元。
综合投资回收期为8年，项目正常运营后，年净利润不低于4000万元。
五、建设条件
为实施整体开发，已基本完成规划等基础性工作，包括《庆云镇历史文化名镇保护规划》、《庆云镇历史文化名镇控制性详细规划》、《庆云镇历史文化名镇核心保护区环境综合整治方案、历史建筑修缮方案、基础设施改造方案》、《庆云镇历史文化名镇面貌改造提升项目设计方案》。同时，通过加强镇区范围内存量土地整合，建设用地已储备到位。

庆云镇是河北省历史文化名镇，位于盐山县城东南28公里处，南依漳卫新河与山东省庆云县相望，总面积66平方公里。全镇辖45个村，人口4.6万，耕地面积6万亩，人均收入超7000元。镇区规划面积2平方公里，其中符合建设土地利用规划的面积1.9平方公里，镇区东至子晦街，南至漳卫新河，西至205国道，北至北环路。镇区将依托四处古建进行修缮复原，借助古城开发把整个镇区打造成历史文化旅游特色小镇。再加上庆云文化创意产业园、“庆云八景”创意园、庆云历史博物馆暨庆云民俗博物馆、李之仪诗词创作基地等项目，规划面积近110公顷。按照大旅游、大投入、大发展的理念，实施庆云镇总体发展规划，目标将庆云建成环渤海地区融历史文化、红色文化、生态文化、古城旅游于一体的历史文化名镇。

I. Project Content and Scale
The project has a planned area of 110 hectares, and a site area of 100 hectares, with a construction period of five years, i.e. 2020-2025. The construction site is in Qingyun Town, Yanshan County. Focusing on the reproduction of Qingyun Ancient Town 600 years ago, the project will strive to build a strong town with ecological and cultural tourism, an important town with industrial clusters, and a famous livable town. It will mainly implement the construction of four major projects, namely, the renovation of ancient buildings, the construction of important landscapes, the upgrading of infrastructure and the development of cultural and creative industries.
The construction specifically includes Protective renovation of Confucius Temple, Taishan Palace and Yashu Ertang, restorative construction of prison sites in the Ming Dynasty, construction of ancient moat water sightseeing belt, restorative construction of old city walls, renovation of ancient residential houses, restoration of the ancient city gate and Cui's Family Courtyard, a transformation of "three streets, four alleys and two hutongs", construction of the Ming-Qing Street, construction of functional facilities such as tourist distributing centers, cultural squares and parks, as well as the construction of Qingyun Cultural and Creative Industrial Park, "Eight Views of Qingyun" Creative Park, Qingyun History Museum &Qingyun Folk Museum, Confucius Institute, and Li Zhiyi poetry creation base. With the development mode of "culture + tourism + commerce + life", it aims to build the most investment-worthy Ming-Qing cultural ancient town in Bohai Sea Rim, which integrates ancient town tourism, leisure and entertainment, culture and training, ancient buildings sightseeing, characteristic commerce, as well as an ecological and pleasant living environment.

III. Market Analysis
Qingyun Town is the only existing ancient city with a history of 644 years in Bohai Sea Rim, with huge investment potential and promising market prospects. By restoring the appearance of the ancient city and realizing the full integration of culture and tourism, it can quickly form a fully functional AAAA level scenic spot and create a 100-kilometer high-quality tourist route that connects to Shandong's Haidao Jinshan Temple in Qingyun County, Wudi Ancient Town, and Hebei's Qiantong Peony Garden, Tiefo Temple of Dongguang County and Iron Lion of Cangxian County. Qingyun Ancient Town has a long history and profound culture. It has celebrities such as Li Yu, the prime minister of the Later Tang Dynasty, Li Zhiyi, a famous ci poet in the Northern Song Dynasty as well as Liu Yuanzai and Cui Xu, poets in the Qing Dynasty, and preserves four major cultural relics protected at the provincial level, that is, Taishan Palace, Confucius Temple, Yashu Ertang and the prison sites in the Ming Dynasty. They are the largest Ming-Qing ancient buildings on Bohai Sea Rim. Qingyun Town was honored in 2012 as a famous historical and cultural town by the People's Government of Hebei Province. Good location advantages, long history as well as complete historical features have laid a solid foundation for the comprehensive development and construction of the ancient town.
In order to restore the appearance of the ancient town, it is proposed to build the Qingyun New Area in the north of Qingyun based on the Rural Revitalization Strategy, which involves the overall relocation of the existing population and the simultaneous construction of six villages in the north of Qingyun. With a total planned area of 40 hectares, the new area will be built into a new modern community. Investors in the construction of the ancient city will be given priority over development and construction.
IV. Economic Benefit Analysis
New area construction revenue: The development area is 40 hectares, the initial estimated total investment is RMB 500 million, and the estimated revenue is RMB 700 million with net revenue of RMB 200 million.
The revenue of ancient town development: After the ancient town is completed, it will realize a replacement fund of RMB 700 million through commercial real estate development.
Tourism revenue: According to the conservative estimate of 200,000 tourists per year, the annual comprehensive revenue from tickets and shopping and other aspects will not be less than RMB 40 million.
The comprehensive investment payback period is eight years. After the normal operation of the project, the annual net profit will not be less than RMB 40 million.
V. Construction Conditions
In order to implement overall development, it has completed planning and other basic work, including the Protection Planning for the Famous Historical and Cultural Town Qingyun Town, the Detailed Regulatory Planning for the Famous Historical and Cultural Town Qingyun Town, the Comprehensive Environment Improvement Plans, Historical Building Renovation Plans and Infrastructure Reconstruction Plans for the Core Protection Area of the Famous Historical and Cultural Town Qingyun Town, and the Design Plans for the Improvement Project of the Famous Historical and Cultural Town Qingyun Town. At the same time, the construction land has been reserved by strengthening the integration of stock land within Qingyun Town.
VI. Overview of Chinese Contractor
Qingyun Town is a famous historical and cultural town in Hebei Province, covering an area of 66 square kilometers, and is located in the southeast of Yanshan County, 28 kilometers away from it. It abuts the Zhangweixin River in the south, facing Qingyun County, Shandong Province. It has 45 villages, with a population of 46,000, a cultivated area of 4,020 hectares, and a per capita income of more than RMB 7,000. It has a planned area of 2 square kilometers, among which 1.9 square kilometers meet the land use plan for construction, with Zihui Street in the east, Zhangweixin River in the south, National Highway 205 in the west and North Ring Road in the north. Qingyun Town will be built into a historical and cultural tourism characteristic town relying on the renovation and restoration of its four ancient buildings and the development of the ancient city. In addition, there are projects including Qingyun Cultural and Creative Industrial Park, "Eight Views of Qingyun" Creative Park, Qingyun History Museum and Qingyun Folk Museum and Li Zhiyi poetry creation base, with a planned area of nearly 110 hectares. The overall development plan of Qingyun Town will be implemented in accordance with the concept of great tourism, great investment and great development, with the aim of building Qingyun into a famous historical and cultural town integrating historical culture, red culture, ecological culture and ancient town tourism in Bohai Sea Rim.
