I. Project Content and Scale:
Xinhua District plans to build a new digital and intelligent education town featuring education, culture, recreation, entertainment, and real estate. It aims to attract famous universities to build a university town and high-end scientific research institutions and famous technology enterprises to form an advanced industrial cluster, ultimately creating a regional economic microcirculation.

The total investment of the project is up to USD 300 million, including USD 150 million of foreign investment.

According to the seventh national population census, in 2020, Cangzhou ranked 9th from the top and 2nd from the bottom in the number of college graduates and high school graduates respectively in Hebei Province, lower than the provincial averages of 12,418 and 13,861. In Cangzhou, the average education years of people aged 15 and above are 9.39 years, ranking 12th in Hebei, lower than the provincial average of 9.84 years. In addition, 74% of people in the age group only have a junior diploma. Therefore, there is an urgent need to increase educational resources in Cangzhou. To implement the national strategy of rejuvenating China through science and education and the strategy of reinvigorating China through human resource development, adapt to economic transformation and upgrading requirements, and accelerate the training of innovative, applied, and skilled talent, Xinhua District plans to build a new digital and intelligent education town that highlights engineering and is supported by other disciplines, so as to provide talent support for the high-tech industry in the Beijing-Tianjin-Hebei Urban Agglomeration, enrich Cangzhou's higher educational resources, provide applied and skilled talent for local industrial development, promote the development of local emerging industries, and provide services for Cangzhou, as well as Beijing, Tianjin, Hebei, and Shandong.
