了动力电池行业的快速上涨，截至2021年11月新能源装机总电量100.66GWh，较去年同期增长177.3%。

沧州高新区地处环京津、环渤海中心地带，距离北京170公里，乘高铁51分钟到达，距离天津110公里，乘高铁21分钟到达，距离雄安新区127公里，京沪、京济等多条高速公路在区内都设有进出口，京沪高铁沧州西站设在区内，到大兴国际机场、雄安新区只需1个小时，交通区位优势明显；依托主城区“一场五馆两中心”，即沧州体育场，图书馆、博物馆、规划馆、体育馆、游泳馆，市政
务服务中心、国际会展中心等配套设施，基础设施配套完善，水、电、暖、气、讯等各种设施连为一体，项目用地全部实现了“九通一平”；出台了《沧州高新区关于促进产业发展的若干政策》，政策扶持力度大。

I. Project Content and Scale
The project centers on the production of environmentally friendly power batteries. It will form an industrial chain and serve North China after being landed in Cangzhou High-tech Industrial Development Zone. It is planned to cover an area of 66 hectares.

The total investment reaches USD 150 million, including USD 150 million of foreign investment.
III. Market Analysis
In recent years, China has introduced many relevant policies to guide automobile enterprises to develop the new energy vehicle industry. In 2020, our country proposed that we are going to achieve the goals of Carbon Peaking by 2030 and Carbon Neutrality by 2060. With the implementation of the policies, the sales volume of new energy vehicles has shown dramatic growth in 2021, which drove the rapid development of the power battery industry. By November 2021, the newly installed new energy engines have reached a total battery capacity of 100.66 GWh, 177.3% higher than that in the same period of 2020.

V. Construction Conditions
Cangzhou High-tech Industrial Development Zone enjoys prominent transportation and location advantages. The zone is located in the center of Beijing, Tianjin, and the Circum-Bohai Sea Region. It is 170 kilometers away from Beijing (which can be reached by high-speed rail within 51 minutes), 110 kilometers from Tianjin (which can be reached by high-speed rail within 21 minutes), and 127 kilometers from Xiong'an New Area. Multiple expressways such as the Beijing-Shanghai Expressway and Jingji Expressway (South 2nd Ring Road–Beijing's municipal boundary) have set up entrances and exits in the zone. Also, Cangzhouxi Railway Station, an intermediate station of the Beijing-Shanghai High-speed Railway, sits in the zone, so it takes only one hour from the zone to Beijing Daxing International Airport and Xiong'an New area. The project relies on the "one stadium, five halls, and two centers" in the main urban area ("One stadium" refers to the Cangzhou Stadium; "five halls" are the library, museum, planning museum, gymnasium, and natatorium; "two centers" are the municipal government affairs service center and the international convention and exhibition center), as well as complete infrastructure and utility services including water, electricity, heating, gas, and telecommunications, realizing "nine supplies and one leveling". In addition, the Policies of Cangzhou High-tech Industrial Development Zone on Promoting Industrial Development was issued, providing strong political support for the project.
VI. Overview of Project Undertaker
Cangzhou High-tech Industrial Development Zone is a provincial-level high-tech zone, and is currently applying to be approved as a state-level high-tech zone. After obtaining the approval, it can provide a higher platform for settled enterprises.
